An Education and Accreditation System
Yachting Victoria conduct Race Management Courses for Club, State and National levels. The Race Management Program description is below
Objectives
- Better education of competitors
- Better education of protest panel members (including judges)
- Better education of Race Management officials
- Increased participation in yacht racing through "demystifying" rules.
- Increased quality of Race Management through more professional rules management.
Accreditation Scheme
An accreditation system is provided to enable participants to obtain recognised qualifications. This accreditation system comprises elements from the following:
Knowledge - Candidates for accreditation are required to DEMONSTRATE their knowledge and understaind of the Racing Rules through participation at seminars and lectures, AND, by passing the written examinations.
Experience - Candidates for accreditation are required to DEMONSTRATE experience at using and implementing the Racing Rules. This experience is gained through participation in Protest Panels, Juries and Race Management and documented using a Log Book system.
References - Candidates for particular qualifications will be vetted by their peers through a Referee system. After application is received by a particular vetting committee, a number of (confidential) references will be sought from peer judges.
Currency - All accredited positions will be held for a fixed period of 4 years. At the conclusion of this fixed period re-accreditation will be required to maintain the qualification.

Basic Requirements
To be eligible for endorsement at each level in the relevant subject, a candidate shall have attended a training seminar at that level or higher, run by an instructor approved by the relevant authority (ISAF, AYF or MYA).
Specific Requirements
The requirements for International Judge or International Umpire are set by the ISAF. The following requirements apply to those qualifications under the control of the AYF and below. Experience requires certification by authorised entries in a Log Book. Log Books can be signed either by the Chairman of the Protest Panel or Jury or by the Race Officer.

| Attended a State level Judges workshop and passed the written examination at National level
| Within the last four years, have served on a protest committee for at least 5 principal events, three of which shall have been in the last 2 years. At least 2 of these should have been a National or International Jury.
| Nomination by State Yachting Authority Racing Rules Committee Chairman.
References by at least 1 one NJ not from the same state and 2 references by non Racing Rules Committee members (preferably Race Management officials)

| Attended a State level Umpires seminar and passed the written examination aat State level or higher.
| To have served as an umpire at least 3 times in the last three years and at least 2 of these should have been at principal events.
| Nomination by Club or Association. References by at least two National Umpires.

| Attended a National/State Race Officers workshop and passed the written examination at National level and been practically assessed by the nominating MYA. Hold a TL3 certificate with Rescue Boat Endorsement.
| To have served as a Race Officer at least 5 times in the last four years at State lelvel or higher and at least 2 of these must have been at National level or higher.
| Nomination by State Yachting Authority Race Management Committee Chairman.
References by at least 1 one NRO not from the same state and 2 references by non Race Management Committee members (preferably National Judges)

| Attended a State Level Race Officers workshop and passed the written examination at State level or higher. Hold a TL3 certificate with Rescue Boat Endorsement.
| To have served as a Race Officer at least 5 times in the last four years. At least 3 of these must have been at a State level or higher.
| Nomination by Club or Association. References by at least two National Race Officers.

| Attended a MYA recognised Club Race Officer course workshop. A TL3 certificate with Rescue Boat Endorsement is recommended.
| To have served as a Race Official at least 5 times in the last four years at Club level or higher.
| Nomination by Club or Association. Reference by at least 1 State Race Official or higher.

Umpires can be either Team Racing or Match Racing (or both) depending on the Course attended.
All accredited Race Management Officials are covered by the AYF insurance.
